Merle Ray Finkel, going by the name of Grace Caldwell since her release from an Austin youth facility where she spent time for the murder of her abusive father, embarks on a plan to get close to FBI Special Agent Breed Grayhawk in hopes of getting information about his boss, Vincent Harkness, who she suspects is the real killer, but the situation becomes tense when a planned visit by the U.S. president tightens security around the city and shines the light on Grace as a possible serial killer and terrorist.
